    ‫مہروں کی تبدیلی


    بگرام افغانستان کا نہایت وسیع و عریض ہوائی اڈّا ہے۔ 2001ء سے اب تک امریکی اور نیٹوسپاہ زیادہ تر اسی اڈّے سے ملک کا کنٹرول سنبھالے ہوئے ہیں۔ امریکی حکومت کے بڑے اہلکاریہیں اُترتے، تقریریں کرتے اور رخصت ہو جاتے ہیں۔ پچھلے ہفتے امریکی صدر اوباما نے یہاں ایک روزہ دورہ کیا۔ اس کی آمد کو خفیہ رکھا گیا۔ دورے سے 2 گھنٹے قبل امریکی سپاہ یہاں جمع ہونا شروع ہوگئی۔ ایرپورٹ کے راستے سیل کر دیے گئے۔ فضا میں امریکی جہاز پروازیں کرنا شروع ہوگئے۔ اوباما کے جہاز کو کڑی نگرانی میں اُتارا گیا۔ بگرام میں ''میموریل ڈے'' کی تقریبات کا آغاز ہوگیا۔ خیر مقدمی بینروں کو آویزاں کر دیا گیا۔ اوباما نے فوجیوں سے خطاب کیا۔ ان کا پست حوصلہ بلند کرنے کے لیے چند جوشیلے فقرے بولے۔ فوجیوں کے مورال کو اُٹھانے کے لیے امریکی تاریخ سے کچھ حوالے دیے۔ فوجیوں کی طرف سے چندٹھنڈے ٹھار نعرے بلند ہوئے اور تقریب اختتام کو پہنچ گئی۔ اوباما واپس امریکا روانہ ہو گیا۔
    وائٹ ہائوس کے روز گارڈن میں اس نے میڈیا سے بات چیت کی۔ 2014ء کے دسمبر تک امریکی سپاہ کی افغانستان سے واپسی کا عندیہ دیا۔ 9 ہزار 800 امریکی فوجی اس کے بعد بھی ملک میں مقیم رہیں گے۔ 2015ء تک وہ افغان معاہدے سے مشروط اقامت اختیار کیے رکھیں گے۔ 2016ء کے دسمبرتک ان کی تعداد کم ہو کر امریکی سفارت خانے تک محدود ہو کر رہ جائے گی۔ تقریباً ایک ہزار فوجی امریکی ایمبیسی کی چار دیواری کے اندر رہ کر افغان سیکورٹی فورسز کو تربیت مہیا کرتے رہیں گے۔ یوں 13 برس بعد 537.8 ملین ڈالر کے اخراجات اٹھا کر 2148ء امریکی فوجیوں کی جانیں گنوا کر اور 19 ہزار 600 زخمیوں سے اسپتالوں کو بھر کے امریکی واپس وطن سدھار رہے ہیں۔ وہ امریکی فوج جو 8 لاکھ 31 ہزار 576 فوجیوں

    کے ساتھ اس بدنصیب ملک پر گدھوں کی طرح ٹوٹ پڑی تھی خالی ہاتھ واپس لوٹ رہی ہے۔ اس کے ہاتھوں میں فتح کا پرچم تار تار ہے۔ ان کے چہروں پر عبرت ناک شکست کے نقوش واضح دیکھے جا سکتے ہیں۔ ان کی گفت و شنید ناکامی اور نامرادی کا چلتا پھرتا اشتہار بن کر رہ گئی ہے۔
    امریکی اناکابت اس وقت پاش پاش ہو گیا جب انہیں اپنے ایک سارجنٹ ''بوبرگڈال'' (Bowe Bergdahl ) کی رہائی کے بدلے 5 اہم طالبان راہنمائوں کو گوانتاناموبے سے چھوڑنا پڑا۔ ان میں ملامحمدفضل اخواند، خیراللہ خواہ، عبدالحق واثق، ملانوراللہ نوری، اور محمد بنی قمر شامل ہیں۔ ملامحمد عمر نے اسے طالبان کی عظیم فتح قرار دیا ہے۔ کانگریس میں امریکی حکومت پر ریپبلکن پارٹی نے یلغار کردی ہے۔ وزیر دفاع چک ہیگل فوراً افغانستان دوڑا۔ اس شکست سے مذاکرات کی راہ کھلنے کی بھدی ملمع سازی میں مصروف ہوگیا۔ سی این این اور فاکس نیوز نے اس سارے معاملے کی کوریج کی۔ امریکی حکومت کے اعلیٰ اہلکاروں کی حرکات و سکنات ان کے چہروں کے تاثرات ان کی گفتگو کا اتار چڑھائو صاف ثابت کرتا ہے کہ یہ قدم ان کے لیے سوہان روح بنا ہوا ہے۔

    ٭ امریکی حکومت پر اس کے تھنک ٹینکس کا دبائو ہے کہ وہ جنگی خسارے کو افغانستان سے پورا کرے۔ ٭
    افغانستان میں لوہے، پتیل، کوبالٹ، سونے، چاندی، پوٹاشیم، ایلومنیم، گریفائٹ، فاسفورس، سیسے، زنک، مرکری، سلفر، میگنیشیم وغیرہ کے ذخائر اتنے بڑے ہیں کہ امریکی ان سے کھربوں ڈالر کما سکتے ہیں۔ ٭
    کیا نیا افغان صدر ان طاقتوں کا باجگزار ہوگا؟ وہ ان کی منہ مانگی قیمت ادا کرے گا؟ کرزئی سے دو ہاتھ آگے جا کر سامراج کی غلامی میں سجدہ ریز ہو جائے گا؟ ٭
    برطانیہ کے بعد رُوس اور رُوس کے بعد امریکا اس ملک سے خالی ہاتھ لوٹے گا۔ ٭

    طالبان نے 17 منٹ کی ایک ویڈیو نشر کی ہے۔ اس میں مشرقی افغانستان میں ''بوبرگڈال'' کی حوالگی کی منظر کشی ہے۔ بوبرگڈال کو قید میں ہرممکن سہولیات مہیا کی گئیں تھیں۔ وہ فٹ بال کھیلتا رہا۔ من پسند کھانے کھاتا رہا۔ اس کے آرام و آسائش کا بھر پور خیال رکھا گیا۔ طالبان نے ایک قیدی کے ساتھ جو طرزِ عمل رکھا، وہ ان کی اسلامی اقدار کی پاسداری کابڑا ثبوت ہے، جبکہ گوانتا ناموبے میں امریکیوں نے جو ٹارچرسیل قائم کر رکھا ہے۔ دنیا اس کی اذیت ناک جذیات سے پوری طور پر آگاہ ہے۔ یہاں قیدیوں کو کم از کم خوراک دی جاتی ہے۔ ان کو سونے نہیں دیا جاتا۔ ایذارسانی کے متشدد طریقے اختیار کیے جاتے ہیں۔ انہیں چھوٹے چھوٹے پنجروں میں مقید کر دیا جاتا ہے۔ وہ کروٹ تک نہیں بدل سکتے۔ انہیں تازہ ہوا خوری جیسی نعمت سے محروم رکھا جاتا ہے۔ قید تنہائی میں رکھ کر انہیں ناقابل برداشت تکلیف دی جاتی ہے۔ ان کے کانوں کے نزدیک انتہائی بلند آواز میوزک بجایا جاتا ہے۔ ان کے ناخن نوچے جاتے ہیں۔ انہیں نماز پڑھنے کی اجازت نہیں دی جاتی۔ بیمار ہونے پر انہیں مناسب علاج کی سہولت سے محروم کر دیا جاتا ہے۔ ان کو جسمانی، ذہنی اور روحانی ایذیتیں دی جاتی ہیں۔ انہیں تھپڑوں، مکوںاور ٹھڈوںسے مارا جاتا ہے۔
    اس کے بالکل برعکس جو بھی قیدی طالبان نے رہا کیا ہے۔ اس نے ان کی مہرو محبت کے گیت گائے ہیں۔ ان سے مہمانوں کا سا برتائوہوا۔ انہیں آرام دہ بستر پھل، کھانے اور مشروبات وقت پر مہیا کیے گئے۔ انہیں کھلے ہوادار کمروں میں سکونت دی گئی۔ انہیں اپنی مذہبی عبادات کے لیے کسی قسم کی بندش کا سامنا نہ کرنا پڑا۔ وہ کھیل کو د اور تفریحات میں وقت گزارتے رہے۔ ان کی دل جوئی کے لیے ان سے برابر گفتگو کی جاتی رہی، تا کہ وہ تنہائی کے زہر سے بچے رہیں۔ قیدی اگر عورت تھی تو اس کے سامنے آنکھیںجھکا کر بات کی گئی۔ اس کی عزت و وقار کا تحفظ کیا گیا۔ اسے طالبان خواتین کی
