    How will the Khilafah view minorities?

    Islam does not recognize the term minorities with regards to non-Muslim in the Khilafah. Islam has detailed its stance regarding religious groupings and non-Muslims and has the concept of "ahl udhdhimmah" (people of the covenant), which carries a moral significance not reflected in the term minorities. The word dhimmah means protection – as in the hadeeth in Sunan Abi Dawud – "the lowest (of the Muslims) carries their protection." In the classical dictionary Lisan ul Arab, dhimmah is defined as "the covenant, protection, guarantee, sanctity and duty."44 There are many rules that Islam put in place for the ahl udh-dhimmah, these include:

    •Non-Muslims not being interfered with in terms of their beliefs and worship.

    • Non-Muslims being treated in matters related to foodstuffs and clothing according to their faiths and within the scope of what the Shari'ah rules permit.

    •Matters of marriage and divorce being settled among the non-Muslims according to their faith.

    •The Khilafah implementing the Shari'ah rules in areas such as contracts, penal codes, testimony, ruling and economics equally upon Muslims and non-Muslims.

    •The Jizyah is levied on male, mature Non-Muslim citizens of the Islamic territories who have the means to pay, it is a graduated payment that can be set at different levels based on the person's prosperity. It is a pledge by which the state is responsible for the security, lives, property, beliefs and honour of non-Muslims. Ahl al-Dhimmah within the Islamic territories will be elected to the Council of the Ummah and have the right to vocalise their issues and concerns with regard to the implementation of Islamic laws upon them.

    ‫بیوی سے نفرت نہ رکھاکر

    سیدنا ابوہریرہ رضی اللہ عنہ سے روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم نے فرمایا:
    ''مومن مرد ایمان دار عورت سے نفرت نہ کرے اگر اس کی کوئی عادت یاصفت اسے اچھی نہیں لگتی تو دوسری سے وہ خوش بھی ہوگا
    یاآخر کی جگہ آپ نے غیرہ فرمایا:مفہوم دونوں کاایک ہے ۔'' صحیح مسلم (١٤٦٧)

    سیدنا عمرو بن احوص جشمی رضی اللہ عنہ ا س روایت ہے کہ رسول اللہ صلی اللہ علیہ وسلم کو میں نے خطبہ حجۃ الوداع کے خطبے میں یہ فرماتے ہوئے سنا :آپ صلی اللہ علیہ وسلم نے اللہ تعالی کی حمدوثنا بیان کی اور وعظ وتذکیر کی اس کے بعد فرمایا:

    ''سنو! عورتوں کے ساتھ اچھاسلوک کیاکرو ،اس لیے کے وہ تمہارے پاس قیدی ہیں ،
    تم ان سے اس (ہم بستری اور اپنی عصمت اور تمہارے مال کی حفاظت ) کے علاوہ اور کچھ اختیاربھی نہیں رکھتے ، ہاں اگر وہ کسی کھلی بے حیائی کا ارتکاب کریں ،
    (پھر تم انہیں سزا دو) پس اگر وہ ایسا کریں تو انہیں بستروں سے علیحدہ چھوڑدو اور انہیں مارو ،
    لیکن اذیت ناک مارنہ ہو پھر اگر وہ تمہاری فرماں برداری اختیار کرلیں تو ان کے لئے کوئی اور راستہ مت ڈھونڈو یاد رکھو !جس طرح تمہار حق تمہاری بیویوں پر ہے پس تمہا ر ا حق ان پر یہ ہے ،
    کہ وہ تمہارے بستر ایسے لوگوں کو نہ روندنے دیں جنہیں تم ناپسند کرتے ہو اور ایسے لوگوں کو گھر کے اند ر آنے کی اجازت نہ دیں جنہیں تم اچھا نہیں

    سمجھتے (چاہیے وہ اجنبی مرد ہو یاعورت )سنو! اور ان کا حق تم پر یہ ہے ، کہ تم ان کے ساتھ خوراک اور پوشاک میں اچھا سلوک کرو (طاقت کے مطابق انہیں یہ چیزیں فراہم کرو)۔''

    ( سنن ترمذی(١١٦٣)، سنن ابن ماجہ ( ١٨٥١)، وسندہ، صحیح

    سیدنا معاویہ رضی اللہ عنہ سے روایت ہے کہ ہم نے رسول اللہ صلی اللہ علیہ وسلم سے پوچھا :
    ''ہم میں سے کسی کی بیوی کا اس پرکیاحق ہے ۔؟
    تو آپ نے فرمایا:
    جب تو
