    ‫افغانستان میں امریکہ کی شکست
    امریکہ کے سابق وزیر خارجہ ہنری کسنجر نے نائن الیون کے بعد کہا تھا کہ امریکہ دنیا کی واحد سپر پاور ہے اور اگر وہ نائن الیون کے تناظر میں افغانستان پر حملہ آور نہ ہوتا تو واحد سپر پاور کی توہین ہوتی۔ لیکن اخلاقیات سے محروم طاقت کا مسئلہ عجیب ہے۔ وہ اپنا اظہار نہ کرے تو بھی اس کی توہین ہوتی ہے، اور اگر اظہارکے بعد اپنے مقاصد حاصل نہ کرسکے تو بھی اس کی توہین ہوتی ہے۔ اس اعتبار سے دیکھا جائے تو افغانستان میں امریکہ کی جارحیت ایک توہین سے دوسری توہین تک کا سفر بن گئی ہے۔ امریکہ نائن الیون کے بعد افغانستان میں کامل فتح حاصل کرنے آیا تھا، لیکن آج امریکہ ہی نہیں اُس کے اتحادیوں کو بھی افغانستان میں مکمل شکست کا سامنا ہے۔ لیکن امریکہ اور اُس کے اتحادیوں کی شکست کی تفصیل کیا ہے؟
    افغانستان میں امریکہ اور مجاہدین کا مقابلہ ڈائناسور اور چیونٹی کا مقابلہ تھا۔ امریکہ دنیا کی واحد سپر پاور تھا۔ اس کی سیاسی طاقت اور مجاہدین کی سیاسی طاقت میں ایک اور ایک لاکھ کا فرق تھا۔ ان کی اقتصادی طاقت میں ایک اور کروڑ کا تعلق تھا۔ فریقین کی عسکری طاقت میں ایک اور ایک ارب کی نسبت تھی۔ لیکن اس کے باوجود چیونٹی نے ڈائناسور کو چاروں خانے چت کردیا ہے۔ لیکن اس بات کا مفہوم کیا ہے؟

    امریکہ افغانستان میں طالبان کو ختم کرنے آیا تھا لیکن گیارہ سال بعد صورت حال یہ ہے کہ افغانستان کے 60 فیصد پر طالبان کا کنٹرول ہے۔ امریکہ افغانستان میں آیا تھا تو طالبان افغانستان میں کہیں بھی نظر نہیں آتے تھے لیکن امریکہ کی جارحیت کے گیارہ سال بعد اگر آدھے سے زیادہ افغانستان پر ان کا قبضہ ہے تو یہ مجاہدین کی شکست ہے یا امریکہ اور اُس کے اتحادیوں کی؟ لیکن مسئلہ محض طالبان کی موجودگی کا نہیں۔ آدھے سے زیادہ افغانستان میں ان کی موجودگی اس بات کی علامت ہے کہ انہیں عوامی حمایت بھی حاصل ہے ورنہ امریکہ اپنے چار درجن سے زیادہ اتحادیوں کے ساتھ افغانستان میں موجود ہو اور ان کا حریف آدھے سے زیادہ افغانستان میں دندناتا پھر رہا ہو، یہ ممکن نہیں تھا۔ اس کے معنی یہ ہیں کہ امریکہ نہ صرف یہ کہ طالبان کو عسکری طور پر شکست نہیں دے سکا بلکہ وہ طالبان اور مقامی آبادی کے تعلق کو بھی ایک حد سے زیادہ متاثر نہیں کرسکا۔ امریکی کہتے تھے: ہم افغانستان میں صرف جنگ جیتنے نہیں آئے بلکہ ہم افغان عوام کے دل بھی جیتنے آئے ہیں۔ مگر وہ گیارہ سال میں نہ جنگ جیت سکے نہ دل جیت سکے۔ یعنی افغانستان میں امریکہ کی Hard Power بھی ناکام ہوگئی ہے اور Soft Power کو بھی بدترین شکست کا سامنا ہے۔
    یہی امریکہ اور اُس کے اتحادیوں کی مکمل شکست ہے۔ چنانچہ امریکہ کے قومی سلامتی سے متعلق 16 اداروں نے اپنی تجزیاتی رپورٹ میں خطرہ ظاہر کیا ہے کہ 2017ء تک افغانستان پر دوبارہ طالبان کا قبضہ ہوسکتا ہے۔ اس کے معنی اِس کے سوا کیا ہیں کہ امریکہ نہ گیارہ سال میں کچھ کرسکا ہے اور نہ وہ آئندہ تین سال میں کچھ کرسکے گا۔ اس کی جڑیں نہ کل افغانستان میں تھیں اور نہ 2017 ء میں افغانستان میں ہوں گی۔ بلاشبہ اس طرح کے تجزیے قبضے کو جواز مہیا کرنے کے لیے بھی کیے جاتے ہیں، مگر یہ تجزیہ امریکہ کی جارحیت کے دوچار سال بعد نہیں، گیارہ سال بعد سامنے آیا ہے۔ امریکی کہتے ہیں کہ انہوں نے گیارہ سال میں افغانستان پر 600 ارب ڈالر خرچ کیے ہیں۔ آزاد ذرائع کا اصرار ہے کہ امریکہ نے افغانستان میں گیارہ سال میں ایک ہزار ارب ڈالر جھونک ڈالے۔ اس تناظر میں دیکھا جائے تو امریکہ نے ایک ہزار ارب ڈالر میں شکست خریدی ہے، اور بلاشبہ یہ انسانی تاریخ کی مہنگی ترین شکست ہے۔ اس شکست کا اعتراف اب خود امریکی عوام بھی کررہے ہیں۔ امریکہ میں ہونے والے تازہ ترین سروے کے مطابق 52 فیصد امریکیوں کا خیال ہے کہ امریکہ افغانستان میں جنگ ہار رہا ہے۔ امریکہ افغانستان میں آیا تھا تو 87 فیصد امریکی افغانستان کے خلاف جارحیت کے حق میں تھے، اور ظاہر ہے کہ انہیں امریکہ کی مکمل فتح کا یقین تھا، لیکن آج 52 فیصد امریکی اپنے ملک کو افغانستان میں پٹتے ہوئے دیکھ رہے ہیں، چنانچہ امریکیوں کی عظیم اکثریت اپنی فوج کو افغانستان سے نکالنا چاہتی ہے۔ یہ امریکہ اور اُس کے اتحادیوں کی مکمل شکست نہیں تو اور کیا ہے؟
    امریکہ کے نزدیک طالبان کا طرزِ حکمرانی ''جابرانہ'' تھا اور اُس نے اس طرزِ حکومت کو ''جمہوریت'' کے ذریعے ماضی کا قصہ بنایا۔ لیکن حقیقت یہ ہے کہ امریکہ افغانستان کو گیارہ سال میں نہ سیاسی قیادت فراہم کرسکا اور نہ کوئی قابلِ قدر سیاسی نظام مہیا کرسکا۔ حامد کرزئی افغانستان میں آئے تھے تو وہ امریکہ کے ایجنٹ تھے۔ افغانستان میں ان کی کوئی سیاسی جڑ اور بنیاد نہیں تھی۔ امریکہ نے افغانستان میں صدارتی انتخاب کرایا مگر اِس انتخاب کو کسی اور نے کیا خود امریکہ کے ایک اور آلۂ کار عبداللہ عبداللہ
