    Heißt Demokratie nicht Volksherrschaft?

    Formal sind die westlichen Staaten Demokratien, weil sie die wesentlichen Elemente einer Demokratie aufweisen, also freie Wahlen, Abstimmungen nach dem Mehrheitsprinzip, aber unter Respektierung von Minderheiten, Grund- und Menschenrechten.

    Aber herrscht dort wirklich auch das Volk?

    Tatsächlich ist die Macht der Wähler bzw. der gewählten Politiker begrenzt. Ihnen steht eine mindestens gleichgroße Macht gegenüber; das ist die Macht der Wirtschaft, die letztendlich nichts anderes ist, als die Macht der Eigentümer an den Gütern der Republik. Ohne die Wirtschaft sind die Politiker nicht in der Lage ihre Aufgaben zu erfüllen und ihre Versprechungen, die sie an die Macht gebracht haben, wahr zu machen.

    Weil das so ist, besteht auch zwischen der Politik, also gewissermaßen dem Volk, und den Kapitaleigentümern der Republik, besonders den großen, eine erhebliche Rivalität um die Macht und gleichzeitig eine gegenseitige Abhängigkeit.

    Einerseits garantiert die Politik das Eigentum und schafft die Bedingungen unter denen es bestehen und wirken kann.
    Andererseits besitzen die großen Kapitaleigentümer trotz Parlament und Regierung die Realmacht und treffen oft genug Entscheidungen die diese in die Kniee zwingen. Stagnierendes Wachstum und drohende Abwanderung von Kapital und Arbeitsplätzen sind Argumente die Regierungen das Fürchten lehren.

    Einerseits sind das Erneuerbare-Energien-Gesetz (EEG) und der Atomausstieg Beispiele dafür, dass auch die Politik manchmal in der Lage ist das Großkapital in seine Schranken zu verweisen, wenn gerade der Rückhalt in der Bevölkerung groß genug ist. Andererseits zeigen gerade die letzte Novellierung des EEG mit ihrer Bevorzugung industriefreundlicher Großprojekte und dem Bau neuer Kohlekraftwerke, dass die Politik nicht ohne Zugeständnisse an die Konzerne auskommt, wenn sie nicht gar deren Spielball ist.

    Denn der Kampf zwischen Politik und Kapital bleibt ein ungleicher. Solange die Wohlfahrt der meisten Wähler von einem bereitgestellten Arbeitsplatz abhängt, wird auch die Wiederwahl einer Regierung von bereitgestellten Arbeitsplätzen abhängen. So kommt keine Regierung und sei sie noch so demokratisch gewählt, an der Macht der Kapitaleigner als den Inhabern der Arbeitsplätze und der "Macht des Faktischen" vorbei.

    Daraus ergibt sich ein erhebliches demokratisches Problem. Bei einer Vermögensverteilung wie sie heute besteht, bei der wenige Prozent der Bevölkerung den Riesenanteil der Eigentumsmacht an der Republik halten, fällt es schwer von einer wirklichen Volksherrschaft zu sprechen.

    Diese Macht des Faktischen, also die des Eigentums wird bestehen bleiben und hat auch ihre Berechtigung, aber sie bedeutet auch, dass ein gleichmäßiger, also gerechter demokratischer Machtanspruch des Einzelnen eine Teilhabe an diesem Kapital voraussetzt. Ohne einen Mindestkapitalbesitz und die Unabhängigkeit und vor allem die Erfahrung die aus Eigentum erwächst, bleibt das demokratische Mitspracherecht relativ zahnlos und von minderer Qualität. Nur eine möglichst breite Streuung des Eigentums im Volk ermöglicht eine breite Streuung der Macht im Volk und wird uns die Volksherrschaft sichern. Denn Volksherrschaft ist mehr als die heutige formale Demokratie wie man sieht.
